Defense Cooperation between Indonesia, Malaysia, and Türkiye Officially Becomes Law
The Indonesian House of Representatives (DPR) officially passed two draft laws (RUU) concerning defense cooperation between Indonesia and Malaysia and Turkey during a plenary session held at the Parliament Complex in Jakarta on Tuesday (July 21, 2026).
This ratification provides the government with the legal basis for strengthening defense relations with the two countries, while also opening up opportunities for increased cooperation in the military, defense industrial development, and technology transfer.
The meeting was attended by the Minister of Defense and the Secretary General of the Ministry of Defense, Lt. Gen. Tri Budi Utomo, who represented the government.
Deputy Chairman of Commission I of the DPR, Anton Sukartono Suratto, explained that deliberations on the two bills had gone through a series of stages, starting with hearings with experts and academics, and discussions with relevant ministers.
“All factions in Commission I agreed to these two bills because they are considered a strategy to strengthen geopolitical stability, increase defense resource capacity, and encourage technology transfer in the defense industry,” Anton said during the plenary session.
Meanwhile, the government, through Minister of Law Supratman Andi Agtas, delivered the President’s final opinion, expressing approval for the ratification of the two bills into law.
After obtaining approval from all factions and members of the House of Representatives present, Speaker of the Indonesian House of Representatives Puan Maharani banged the gavel to signify the ratification of the two bills into law.
The Ministry of Defense stated that the new regulations will serve as the legal basis for implementing defense cooperation between Indonesia, Malaysia, and Turkey.
“This ratification provides legal certainty in the implementation of defense cooperation, which is carried out based on mutual respect, equality, and mutual benefit,” the Ministry of Defense stated.
With the enactment of these laws, the government hopes that Indonesia’s strategic relations with Malaysia and Turkey in the defense sector will strengthen, while simultaneously strengthening national defense capacity amidst the dynamics of regional and global security.
