Asset Confiscation Bill Included in 2025 National Legislation Program
The Asset Forfeiture Bill has officially been included in the 2025 Priority National Legislation Program (Prolegnas). This bill will be a House of Representatives (DPR) initiative, and deliberations are scheduled to take place in Commission III.
This decision was made during a working meeting of the House of Representatives’ Legislative Body (Baleg) with Minister of Law, Supratman Andi Agtas, at the Parliament Complex, Senayan, Jakarta, on Tuesday (September 9, 2025).
The Chairman of the DPR’s Baleg, Bob Hasan, stated that three bills were proposed in the second amendment to the 2025 Priority Prolegnas: the Asset Forfeiture Bill, the Chamber of Commerce and Industry Bill, and the Industrial Estate Bill.
“Specifically for the Asset Forfeiture Bill, the proposal came from the DPR. The debate within the government and the public has subsided, so discussions can begin immediately,” said Bob on Thursday (September 11, 2025).
Bob is targeting completion of this bill this year, even though there are only four months left in 2025. He emphasized the importance of public participation in drafting the policy.
“The target is to complete it this year, but public participation must be meaningful. The public shouldn’t just know the title but not understand its contents,” he said.
Deliberations on the Asset Forfeiture Bill are planned to run parallel to the revision of the Criminal Procedure Code (KUHAP). According to Bob, the two are interconnected because they involve criminal procedure law and asset forfeiture mechanisms.
From the executive branch, Minister of Law Supratman emphasized the government’s full support. “The government has approved the House of Representatives’ initiative proposal regarding the three bills to be included in the 2025 National Legislation Program (Prolegnas) evaluation. We can discuss the academic text and the material together,” he said.
House of Representatives Commission III Ready to Discuss
House of Representatives Commission III member Nasir Djamil expressed his readiness to follow up on the Legislation Body’s assignment. He believes the discussions can proceed in parallel with the revision of the Criminal Procedure Code.
“If Baleg decides to hand over the discussion of the Asset Forfeiture Bill to Commission III, we are certainly ready to carry out that task,” Nasir said in Senayan, Wednesday (September 10).
He added that the details of the regulation would be further discussed through a working committee (panja). “What’s important now is the commitment and political will to follow through. We must realize President Prabowo’s hopes together through the creation of this law,” he said.
